He graduated Law and International Relations in 1997 and, since the same year, he became a member of the Bucharest Bar.

Since 2003, he was one of the active participants in creation and improvement of the legislation applicable to expropriation of private properties affected by the construction of highways and roads, legislation through which a significant speed up was obtained regarding the procedures for expropriation of real estate affected by such infrastructure works.  (Law no. 198 / 2004 and its first Methodological Norms approved by Government Decision no. 941 / 2004, Emergency Government Ordinance no. 228 / 2008).

In the same time, he successfully implemented and coordinated for the Romanian National Highway and Roads Company (CNADNR SA), the expropriation procedures for a number exceeding 14.000 affected private properties.

His  main areas of expertise are real estate and infrastructure, corporate and commercial law, insolvency and public procurement.

Qualifications:

– master degree in Finance, Banking and Insurance law

– FIDIC course attended

– certified Public Procurement expert

– certified European Structural and Cohesion Funds Accession Expert.

He speaks the following foreign languages: English and French.
